गुलाम कश्मीर में देखे गए चीनी इंजीनियर


जम्मू सीमा पर शांति की आड़ में जहां पाकिस्तान बुनियादी ढांचे को मजबूत कर रहा है, वहीं, गुलाम कश्मीर में चीन भी अपने पैर जमाने में जुटा हुआ है। राजौरी, पुंछ से सटी सीमा की सुरक्षा का जिम्मा संभालने वाली सेना की 25 इन्फेंट्री डिवीजन के जीओसी मेजर जनरल केएच सिंह ने इस बात की पुष्टि की है कि गुलाम कश्मीर में इस समय चीन के इंजीनियर और श्रमिक सक्रिय हैं। जनरल ने राजौरी में पत्रकारों से बातचीत करते हुए कहा कि असैन्य वर्दी में काम करने वाले ये लोग सेना के हैं या नहीं, यह अभी कहा नहीं जा सकता।
सैन्य सूत्रों के अनुसार, गुलाम कश्मीर में चीन पावर प्रोजेक्ट, रेलवे और सड़कों को चौड़ा करने में जुटा हुआ है। इस कारण वहां चीनी सेना की गतिविधि निरंतर बढ़ती जा रही है। सिविल और सैन्य इंजीनियरों की देखरेख में चल रही इन परियोजनाओं की सुरक्षा का जिम्मा चीन की पीपुल्स लिबरेशन आर्मी सम्हाल रही है। सेना ने पाक अधिकृत कश्मीर के गिलगित, बाल्तिस्तान व साथ लगते इलाकों में बुनियादी ढांचा मजबूत करने संबंधी रिपोर्ट सेना मुख्यालय को भेजी है।
रिपोर्ट में खुलासा किया गया है कि काराकोरम हाइवे को चौड़ा किया जाना आने वाले समय में सैन्य दृष्टि से बहुत बड़ी चुनौती हो सकती है। वहीं, संघर्ष विराम की आड़ में पाकिस्तान ने पिछले सात सालों में सीमा पर 886 बंकर, 261 मोर्चे, 398 टावर व 143 नई अग्रिम चौकियां बना दी हैं। उधर, पाक अधिकृत कश्मीर में चीन जो ढांचा तैयार कर रहा है, उसका इस्तेमाल सैन्य हस्तक्षेप के लिए भी हो सकता है।

पीओके में रोकना होगा चीन का हस्तक्षेप


वॉशिंगटन। पाकिस्तान अधिकृत कश्मीर (पीओके) के गिलगित-बाल्टिस्तान में चीन की बढ़ती मौजूदगी पर अमेरिका के एक थिंक टैंक ने चेताया है। उसने कहा है कि अगर चीन के इस अवांछित हस्तक्षेप को चुनौती नहीं दी गई तो इस क्षेत्र का हश्र भी तिब्बत और पूर्वी तुर्किस्तान जैसा होगा।

इंस्टीट्यूट फॉर गिलगित-बाल्टिस्तान नामक इस थिंक टैंक का मानना है कि क्षेत्र में चीन की मौजूदगी कश्मीर मुद्दे को और जटिल बनाती है, जो आतंकियों और आईएसआई में अराजक तत्वों के लिए ऑक्सीजन की तरह है। थिंक टैंक ने इस क्षेत्र के लिए सैनिक हटाने, आत्मनिर्भरता, लोकतंत्र को बढ़ावा देने और उग्रवादी तत्वों की वापसी की सिफारिश की है।

थिंक टैंक की ओर से इन मामलों पर नजर रखने वाले सेंगे सेरिंग ने कहा, “अमेरिका को लद्दाख और गिलगित-बाल्टिस्तान के बीच व्यापार और संस्कृति को बढ़ावा देने के लिए भारत और पाकिस्तान को राजी करना चाहिए। इस क्षेत्र के लोगों के अधिकारों की रक्षा में संयुक्त राष्ट्र की भूमिका भी बढ़नी चाहिए।

गिलगित-बाल्टिस्तान के निवासी सेरिंग का मानना है कि इस क्षेत्र में पाकिस्तान का हस्तक्षेप कम होने से यहां की मूल संस्कृति को बढ़ावा मिलेगा। साथ ही यहां उग्रवाद और अरब कबाइलियों का प्रभाव भी कम होगा।

उन्होंने आरोप लगाया कि पाकिस्तान और चीन ने वहां के मूल निवासियों को अपने ही संसाधनों का लाभ लेने से रोक कर क्षेत्र के सामरिक और आर्थिक हितों को नुकसान पहुंचाया है।

उन्होंने कहा कि चीन की कंपनियों को यहां खनन करने के लाइसेंस देने के पाकिस्तान के एकतरफा फैसले ने वहां के लोगों के अपने जमीन के अधिकार को खतरे में डाल दिया है। सेरिंग ने आरोप लगाया कि आईएसआई इस क्षेत्र का इस्तेमाल आतंकियों को छिपाने और जमीन मुहैया कराने के लिए कर रही है।

2020 तक पाकिस्तान के कब्जे वाले कश्मीर पर होगा चीन का कब्जा: रिपोर्ट

नई दिल्ली. भारत सरकार रणनीतिक दृष्टि से महत्वपूर्ण पाकिस्तान के कब्‍जे वाले कश्मीर (पीओके) पर अपने दावे पर मुखर हो, वरना चीन 2020 तक इस क्षेत्र को अपनी सीमा में ले सकता है। देश में रक्षा क्षेत्र के थिंक टैंक माने जाने वाले इंस्टीट्यूट ऑफ डिफेंस स्टडीज एंड एनालिसिस ने अपनी रिपोर्ट में सरकार को चीन के इस इरादे से चेताया है।
रिपोर्ट में कहा गया है कि इस क्षेत्र में चीन की बढ़ती सक्रियता सीमा पर नए सामरिक आयाम दे सकती है। यह वास्तविकता भारत के दीर्घकालिक सुरक्षा हितों को नुकसान पहुंचा सकती है। इसलिए देश के नीति-निर्माताओं को पाक अधिकृत कश्मीर (पीओके) पर सक्रिय नीति अपनानी चाहिए।

रिपोर्ट में चिंता जताई गई है कि पाकिस्तान को चीन से जोड़ने वाले काराकोरम हाईवे के जरिए चीन पाकिस्‍तान को गुप्त रूप से परमाणु सामग्री पहुंचा सकता है। इसके न केवल भारत बल्कि इस क्षेत्र के लिए कई सामरिक निहितार्थ हैं, जिसे रेखांकित किए जाने की जरूरत है।

रिपोर्ट में पाकिस्तान कश्मीर में चीन की गतिविधियों पर कहा गया है कि चीनी कंपनियां अनेक हाइडल प्रोजेक्ट जैसे नीलम-झेलम, गोमलजाम, मंगला बांध आदि पर काम कर रही हैं। रिपोर्ट के मुताबिक, पाकिस्तान ने चीन के साथ अनेक ऐसे करार किए हैं जिसमें पारदर्शिता नहीं अपनाई।

इसलिए चीन के पीओके में सक्रियता के बारे में पूरी तरह कह पाना मुश्किल है। रिपोर्ट में कहा गया है कि इस क्षेत्र के लोग भी यह आशंका व्यक्त कर रहे हैं कि जिस तरह से चीन इस क्षेत्र में अपने प्रभाव जमा रहा है, वह 2020 तक गिल गित-बाल्तिस्तान को कब्जे में ले लेगा। रिपोर्ट में न्यूयार्क टाइम्स में छपे उस लेख का भी हवाला है जिसमें कहा गया है कि 7 से 11 हजार चीनी सैनिक इस क्षेत्र में हैं।

रिपोर्ट में सरकार को सुझाव दिया है कि वह अतंरराष्ट्रीय मंचों पर अपने दावे के साथ-साथ इस क्षेत्र के खराब हालात और शासन को प्रभावी ढंग से उठाए। रिपोर्ट में कहा गया है कि इस क्षेत्र में पाकिस्तान के खिलाफ लोगों की नाराजगी बढ़ती जा रही है।

Year of taming the China dragon (2010 in Retrospect)

The Chinese dragon hissed and sweet-talked by turns, but the lumbering Indian elephant surprised many towards the year-end by asserting itself, compelling an aggressive Beijing to discreetly stop stapling visas for visitors from the Indian state of Jammu and Kashmir. The two Asian powers began 2010 with their leaders exchanging warm feel-good greetings on the 60th anniversary of their diplomatic ties, but as the year progressed subliminal tensions came to the surface, putting a prickly relationship under stress.
The turbulence in ties between the two continent-sized neigbours with about 4,000 km shared border has been brewing since the landmark India-US nuclear deal in 2005. It acquired disruptive force in the ensuing years as Beijing first tried to block consensus for India in the Nuclear Suppliers Group in 2008 and showed a new assertiveness over Arunachal Pradesh.

In 2010, the Chinese assertiveness, however, made a mistake of targeting India on Kashmir. In a surprise move in July, Beijing denied a regular visa to Lt.General B.S. Jamwal, an army general in charge of Jammu and Kashmir, allegedly on the ground that Kashmir was a disputed territory between India and Pakistan. New Delhi retaliated, putting bilateral defence exchanges on hold. 

Subsequently, Prime Minister Manmohan Singh hosted at his residence the Dalai Lama, the Tibetan spiritual leader who is seen by Beijing as a traitor. New Delhi tried to downplay the meeting as "routine", but the message was clear to Beijing. Amid growing diplomatic friction, the mild-mannered Manmohan Singh went public with his critique of China in September, saying China was trying to expand its foothold in South Asia. He warned that India needs to be prepared to deal with "a new assertiveness among the Chinese." Amid reports of thousands of Chinese troops building roads in Pakistani Kashmir, Manmohan Singh aired India's concerns over stapled visas for visitors from Jammu and Kashmir and accelerated Chinese investment in the Pakistan-administered Kashmir when he met Chinese Premier Wen Jiabao in Hanoi on the sidelines of the India-ASEAN summit October-end.
The prime minister is understood to have conveyed that China should respect India's sensitivities on Jammu and Kashmir just as India had done so with Tibet and Taiwan, showing a tough posture which was reiterated when External Affairs Minister S.M. Krishna met his counterpart Yang Jiechi in Wuhan Nov 14. Although there was no break through on any of the thorny issues, be it the stapled visas or Beijing's support for New Delhi's bid for a permanent seat in the Security Council, Wen Jiabao's Dec 15-17 trip succeeded in stemming the downward slide and in getting the message across that India and China are partners, not rivals, in an emerging Asian century. 

Defying sceptics, the two sides set up an ambitious target of nearly doubling bilateral trade to $100 billion by 2015, launched a CEOs' forum, started a strategic economic dialogue to address $24 billion trade imbalance, and ushered an annual trust-building dialogue between foreign ministers. Highly-placed sources told IANS that with New Delhi upping the ante, Beijing has discreetly stopped stapling visas for visitors from Jammu and Kashmir. Officially, however, the two sides maintain their officials will meet to resolve the issue. As the year was closing out, New Delhi toughened its diplomatic spine to deal with China as India's decision to attend the Nobel Peace Prize ceremony for Chinese dissident Liu Xiaobo in Oslo showed. 

The absence of a reiteration of India's commitment to one-China policy from the Dec 16 joint statement that followed talks between Manmohan Singh and Wen Jiabao also was a clear message to China that it was time to get used to an assertive India in the year ahead. The India-China relations, as Chinese ambassador Zhang Yan warned, could be fragile. And they will perhaps remain so unless, as Foreign Secretary Nirupama Rao said, "Chinese friends" get used to dealing with the "vibrant...noisy, nature of our democracy."

China’s reduced disputed border length increases concern in India


Dec 22, 2010 :  Many in India have expressed anger that China has substantially truncated the length of its disputed border with India to take out the portion represented by Jammu and Kashmir State, although New Delhi is yet to react to this development. The border between India and the People’s Republic of China constitute by the Indo-Tibetan border is now just 1,200 miles (2000 km) long, instead of 2,200 miles, a distance claimed by India, Indian newspaper reports Dec 20 cited China’s official media as saying.

This is seen as being in keeping with China’s changed position on Jammu and Kashmir, which it now considers a disputed territory to reflect its pro-Pakistan stand on the issue.

China’s new position means that it now no longer recognizes, vis-à-vis India, the border separating Jammu and Kashmir in India from Xinjiang and Tibet, both of which are under its occupation rule. This is seen as accounting for the Chinese exclusion of 1,000 miles (1,600 km) from the border between the two counties.

However, According to Hindustan Times online Dec 20, China had stuck to the truncated disputed border claim for a long time. It noted that ahead of Premier Wen Jiabao's Dec 15-17 visit to New Delhi, Xinhua had reported that the Sino-India border being 2000 km was based on an official briefing by assistant foreign minister of China, Hu Zhengye. The People's Daily had reported the same on Jan 7, 2010, the report said.

That People's Daily report was quoted as having said, while covering the India-China defence dialogue, “China and India share a nearly 2,000-km border and disputed areas cover about 125,000 sq km on both sides." The Hindustan Times online report noted that China Daily too had mentioned the same in its report the same day. Also, the "2000-km-long" boundary was mentioned in China Daily in Aug’09 in a report on the 13th round of boundary talks between the two sides.

"The dispute on the length of the borderline was always there. There is nothing new in the media report," Rong Ying, vice-president of the China Institute of International Studies, a Chinese foreign ministry think-tank, was quoted as saying.

Nevertheless, an AHN news service report Dec 20 cited India’s Former External Affairs Minister Mr Yashwant Sinha as saying India should behave tit-for-tat while dealing with such matters. He was reported to have referred to the disputed status of Tibet and suggested that just like China does not recognize India’s sovereignty over J&K, India should also treat China similarly.

चीन की नत्थी वीजा नीति बदली!

नई दिल्ली। लगता है चीन ने जम्मू-कश्मीर के निवासियों को अलग से वीजा जारी करने की अपनी नीति को बदल दिया है। चीनी प्रधानमंत्री वेन जियाबाओ के 15 दिसंबर से शुरू हो रहे दौरे के पूर्व कश्मीरियों को स्टैप्ल्ड [नत्थी] की जगह स्टांप्ड [मुहर लगा] वीजा देना शुरू कर दिया गया है।

ग्वांग्झू एशियाई खेल के समापन समारोह में कार्यक्रम पेश करने के लिए जम्मू-कश्मीर निवासी गायिका तान्या गुप्ता स्टांप्ड वीजा पर ही चीन गई थीं। गुप्ता सहित तीन कश्मीरियों को नई दिल्ली स्थित चीनी दूतावास ने हाल ही में स्टांप्ड वीजा ही जारी किया था। हालांकि दूतावास के अधिकारियों ने इस तरह के किसी वीजा के जारी होने को लेकर अनभिज्ञता जताई है।

ध्यान रहे कि भारत के विरोध के बावजूद चीन जम्मू-कश्मीर के निवासियों को स्टैप्ल्ड [नत्थी] वीजा जारी कर रहा है। वह पासपोर्ट के साथ एक अलग कागज को नत्थी कर वीजा प्रदान कर रहा है। चीन की इस कार्रवाई का भारत ने तगड़ा विरोध किया। खुद प्रधानमंत्री मनमोहन सिंह ने अक्टूबर में आसियान सम्मेलन के दौरान इस मुद्दे पर चीनी प्रधानमंत्री वेन जियाबाओ से कड़ा विरोध दर्ज कराया था। सम्मेलन के अवसर पर दोनों नेता वियतनाम में मिले थे और द्विपक्षीय संबंधों को लेकर उनके बीच बैठक भी हुई थी। मनमोहन सिंह ने जियाबाओ से कहा कि कश्मीरियों को स्टैप्ल्ड वीजा देने का मसला भारत के लिए उतना ही संवेदनशील है, जितना चीन के लिए तिब्बत का मुद्दा। जियाबाओ के दौरे में इस मुद्दे के फिर प्रमुखता से उठने की संभावना है।

हाल ही में बीजिंग ने भारतीय अधिकारियों को भरोसा दिलाया था कि स्टैप्ल्ड वीजा के मसले को सुलझा लिया जाएगा। अधिकारियों के अनुसार, चीन ने यह भी कहा कि इस कारण दोनों देशों के रिश्तों पर आंच नहीं आएगी और द्विपक्षीय राजनयिक आदान-प्रदान भी प्रभावित नहीं होंगे। चीनी दूतावास द्वारा जम्मू-कश्मीर के निवासियों को फिर से स्टांप्ड वीजा जारी करने के कदम की भारत ने सराहना की है। अधिकारियों के अनुसार, यह द्विपक्षीय संबंधों के लिए शुभ संकेत है। माना जा रहा है कि जियाबाओ के दौरे के मद्देनजर भारत से दोस्ती को नए सिरे से परवान चढ़ाने के लिए चीन यह कदम उठा रहा है। वीजा विवाद के कारण दोनों देशों के संबंधों में खटास पैदा हो गई। रिश्तों में तनातनी और बढ़ गई, जब चीन ने सेना के उत्तरी कमान के प्रमुख लेफ्टिनेंट जनरल बीएस जसवाल को इस आधार वीजा देने से मना कर दिया, क्योंकि जम्मू-कश्मीर में सेना की कमान संभाल रहे हैं। बीजिंग की इस कार्रवाई पर कड़ा कदम उठाते हुए भारत ने चीन के साथ रक्षा मामलों में आदान-प्रदान स्थगित कर दिया। तब से दोनों देशों में गतिरोध कायम है। उम्मीद है कि जियाबाओ के दौरे में वीजा विवाद सुलझने के बाद दोनों देशों के बीच राजनयिक गतिरोध खत्म हो सकेगा।

China probably unstapling the visa issue

Brussels :The stapled visa issue between India and China seems to have been settled. Though neither side is expected to make a formal statement, a government official speaking on background on board Air India One said that he did not expect Chinese Premier Wen Jiabao to make a statement during his visit to India from December 16-18 on China no longer issuing stapled visas to Indians residing in the state of Jammu and Kashmir. owever, the fact is that China seems to be moving in that direction.

Recently, when Indian Prime Minister Dr Manmohan Singh met with Wen Jiabao in Hanoi, Vietnam, on the sidelines of the ASEAN Summit, both leaders had discussed the issue. Dr Singh made India's displeasure known over the Chinese procedure quite evident when he said that "both parties" need to show sensitivity to each other's core issues. Official sources say that Wen Jiabao had then assured Dr Singh that they (China) would take care of the matter.

So far, India has turned a blind eye to people traveling with stapled visas outside the country. For example, Israel used to offer stapled visas for those who wanted to travel to Israel, but didn't want their passports stamped for fear that some countries which do not recognize the state of Israel, might not issue visas to people who had traveled to that country.

However, in the past two years, Israel has not been issuing stapled visas either. India used to allow people with stapled visas to travel out of the country, as that is usually a common practice. However, with China, it became more of a diplomatic tussle, as stapled visas were being issued to people of the troubled state of Jammu and Kashmir, which gave the impression that China did not recognize the status of Jammu and Kashmir as being part of India.

"As far as India is concerned, there is no grey area regarding Jammu and Kashmir. It is a part of India, and the people of the state are no different in their status as in the rest of India so they should be given the same visa status as other Indians," said the Indian official.he official said that while no country is willing to admit that it made a mistake and revoked the decision instantaneously, the steps it takes to correct its mistakes is what should be taken into account finally. The fact that the Chinese side has indicated to India that it will "sort out the matter", is a sign that Beijing is probably stopping the process of granting stapled visas. However, India is likely to bring up the issue during the Chinese premier's visit.

The official said: "China wasn't one to make grand statements. They move surely, but quietly-whether on the boundary issue or action on trade-related matters. They do their work surely but steadily. The India-China border is one of the most peaceful borders that India has. The intrusion level has gone down." The official further said: "That the two sides have 'shown an inclination to manage issues of concern' and 'show sensitivity to each other's core concerns'." Euphemistically speaking, this means that both India and China know that they will probably never see eye to eye on any issue, but that open bickering and grand standing would achieve little. Instead, moving at a snail's pace, but moving forward is probably more productive than getting hopping mad at each other on every issue. India is expected to raise issues impacting bilateral ties during Wen Jiabao's visit. By Smita Prakash
